摘  要：现役航材管理信息系统有力支撑了航材保障业务工作，随着改革推进和精细化管理的深入以及信息化管理的推进，发现航材申请业务审批周期过长。文章为解决航材申请业务存在的问题，从航材申请智能化的流程、规则库和方法库三方面设计智能化、自动化业务处理的途径，对于缩短审批周期和提高保障效率提供有效手段。

Abstract： The information management system for active air material has effectively supported the air material support business. With the continuous advancement of reform and refined management and the continuous advancement of information management， it has been found that the approval cycle for air material application business is too long. This article aims at the problems in the air material application business. It designs the air material application process from the aspects of air material inventory application， air material deployment application and air material repair application， and implements intelligent and automated business processing， shortens the approval cycle， and improves the guarantee efficiency.

随着科学技术特别是信息技术的发展，面对世界新军事革命的挑战及新时期军事斗争准备的艰巨任务，我军正在努力实现武器装备的跨越式发展。这一现实情况对空军航材保障工作，尤其是航材系统的信息化建设提出了更高的要求[1]。

1  航材申请智能化的必要性分析

目前，航材申请批复主要由部队申请和机关批复等环节构成，由于经历业务环节多、处理程序复杂、人工反应不及时等原因，再加上“小机关、大部队”的军队改革新格局，机关人员编制较少、业务工作量大，机关调配力度有所下降，严重影响航材保障工作，进而造成审批周期过长，增加了器材筹措经费和周转库存。

面对上述问题，为适应军队改革形势，优化航材部分申请业务，主要针对航材库存申请、航材调配申请和航材送修申请，实施智能化自动化业务处理，缩短审批周期，加快航材周转，提高保障效率，提升保障效益，增强精准保障能力，解决部队保障急需[2]。……
