摘要： 对焊接结构产品生产全过程进行现场监督制造是焊接采购方采用的有效方式。为使得监制过程更专业、公平、独立，及获得良好的技术支持，焊接采购方会委托第三方专业焊接机构来完成现场监制工作。第三方焊接监制人员依照焊接通用要求及采购方专用技术要求，对焊接供应商焊接生产全过程进行监督制造。监制过程包括制造准备阶段和制造实施阶段。制造准备阶段必要的技术支持能有效避免或减少制造实施阶段产生的产品质量不符合行为。在制造实施阶段进行全过程监制，可确保最终交付焊接结构产品质量符合客户及相关技术要求。

Abstract： It is an effective method for purchasers of welded products to conduct on-site supervision to welded structure products in the whole process of production. In order to make supervision more professional， fair and independent and get better technical support， purchasers of welded products usually entrust a third-party which is a professional welding institution to complete on-site supervision. Supervisors from the third-party shall make supervision work in the whole process of production to welding supplier in line with general welding requirements and specific technical requirements from purchaser. Supervision process includes production preparation phase and production implementation phase. In the production preparation phase， technical support necessary could effectively avoid or reduce non-conformity of quality in production implementation phase. Whole process supervision in production implementation phase may ensure welded structure products finally delivered meet customers and related technical requirements in quality.

0 前言

焊接企业特别是国际化公司及各大主机厂通常会聘请专业性焊接机构对其采购的焊接产品生产过程进行现场监制。

焊接监制人员依照采购方的要求对焊接制造商在项目执行全过程（包括制造准备阶段，实施阶段）进行监督制造。在监制过程中，焊接监制人员给予制造商必要的焊接技术支持，最终确保所生产的焊接结构产品质量符合相关规范和采购方要求。

1 焊接监制遵循的技术要求

采购方（甲方）对制造商（乙方）的焊接技术要求，会明确在合同、技术协议或采购规范中。包括焊接通用要求，如：ISO 3834《金属材料熔化焊的质量要求》、EN 1090《钢结构和铝结构的施工》等;以及采购方提供的专用焊接技术规范（如企业标准、产品标准等）。……
