Title Optimizing the Business Environment： A Practical Logical Starting Point for the Revitalization of Northeast China

Abstract：The revitalization of Northeast China has entered a new stage of comprehensive revitalization， and its revitalization strategy needs to be adjusted and optimized. The choice of starting point is the key to achieving this goal. Summarizing the experience of northeast revitalization， learning from the practices of advanced regions， and grasping the characteristics of the times， it is necessary to optimize the business environment as the logical starting point for the practice of northeast revitalization. This is because the business environment has become a prerequisite for gathering production factors， attracting investment and stimulating innovation in the new regional competition. To narrow the gap between the Northeast region and the developed regions and achieve rejuvenation， it must have a more market-oriented， legalized， and internationalized business environment. Therefore， optimizing the business environment should become the focus of the revitalization of the Northeast region， and we must make great efforts to optimize the business environment.

Research on the Heterogeneous Growth of Modern Service Industry in Heilongjiang Province

Abstract：The dual role of post-urbanization and high-quality has brought challenges to the heterogeneous growth of the modern service industry in Heilongjiang Province. How to build a growth environment， growth momentum， growth mechanism and growth guarantee are key issues. Through the unique perspective of post-urbanization and high-quality development， it uses data to analyze the industrial development and structure of Heilongjiang Province， the advantages of traditional industries， and the regional development. The study found that the heterogeneous growth of the modern service industry in Heilongjiang Province has defects. Solution path will befocusing on strengthening government service functions; strengthening the business environment and the accuracy of tax and fee reduction; arbitrarily referencing industrial talents; continuously enhancing the connection with emerging industries; continuously improving the innovation environment of the modern service industry; the internal logic of the construction policy and the performance of the system; the path mechanism of collaborative heterogeneous growth.

Research on the Modernization of National Governance from the Perspective of Marxism

Abstract：Promoting the modernization of national governance capabilities is currently the focus of domestic academic circles. Philosophical thinking and research on the modernization of national governance from the perspective of Marx theory will help to better grasp the pulse of the times and build and improve the modernization of national governance theory construction. The modernization of national governance is a practice involving current and future development， which can effectively promote the progress and development of the Chinese nation. Especially in the context of rapid economic development and the unpredictable international environment， the modernization of national governance is extremely important. In the course of building socialism with Chinese characteristics， China has always firmly adhered to Marxism and applied it to socialist construction， forming a socialist theory with Chinese characteristics. The modernization of national governance is a comprehensive project. Its theoretical basis is derived from Marx's view of the country， combined with the new changes in current political， economic， and social realities. On the one hand， it continuously innovates the Marxist view of the country in theory， on the other hand. Continuously improve the socialist system with Chinese characteristics in practice. In short， the inspection of the modernization of national governance within the scope of Marxism demonstrates the vigorous vitality of contemporary Chinese Marxism.

Research on Strategy and Culture of Ice and Snow Tourism Industry

Abstract：Ice and snow tourism has always had a comparative advantage in northern China， but with the implementation of the strategy of "expanding the North ice to the south， expanding the West and moving east"， the traditional ice and snow tourism market has moved to the south by a large margin. Under the guidance of the "two mountains" theory， how to seek a good strategy has become the key to affect the development pattern of the ice and snow market in the future. The research shows that ice and snow entertainment， ice and snow sports and even ice and snow tourism can still be close to people in some cities in Southern China with the help of capital intervention and technology. However， once it involves the industrial level， it contains a collection of elements such as natural endowment， history and culture， operation and management， production services and even the mass base， covering the whole industrial chain to form a complete ice and snow ecology， unless it has the unique resource premise of "real ice and real snow"， it is difficult to measure it from the industrial level. It is suggested that the northern region of China should strengthen coordination， communication and cooperation under the guidance of the "guidance of the general office of the State Council on promoting the development of global tourism"， enable the ice and snow tourism industry strategically again， and do a good job in the following three aspects of institutional guarantee. First， it is necessary to enhance the industrial planning heavyweight， strictly protect the ice and snow business ecosystem. Second， it is necessary to refine and create the ice and snow environment. Third， we should pay attention to the non-material cultural elements to break the situation， and use the elements of the times to cultivate a sense of intimacy.

Online Teaching of Ideological and Political Theory Courses in Colleges and Universities： Opportunities， Challenges and Innovations

Abstract：Promoting the high integration of the traditional advantages of ideological and political work with information technology has become an epochal requirement for the teaching reform of ideological and political theory courses in colleges and universities. Online teaching is conducive to promoting the teaching space to achieve the unity of ideological and political small classrooms and social classrooms， the diversity and flexibility of teaching methods， the theory and practice of teaching content， and the individualization and interaction of teaching subjects At the same time， they also face challenges such as the effectiveness of online teaching that needs to be improved， the status of the main channel of courses has been impacted，and the main body of teachers and students encounter negative effects， and the guarantee of teaching conditions is insufficient. To promote the reform and innovation of online teaching of ideological and political theory， we must follow the requirements of the "eight unifications"， and enhance the ideological， theoretical， affinity and pertinence from the dimensions of the subject， content， method， carrier， and environment.
