【摘  要】政府招标采购是公共财政管理的重要内容，是节约财政资金的重要手段。随着我国经济新常态的发展，做好政府招标采购管理工作具有重要意义。但是结合多年实践经验，政府招标采购过程中存在一些问题，导致政府招标采购效率不高，容易发生财务风险。因此，论文结合实践工作经验，以政府招标采购工作的新变化作为切入点，分析政府招标采购过程中存在的问题，最后提出解决政府招标采购工作问题的对策，以此提升政府招标采购工作的效率。

【Abstract】Government procurement bidding is an important content of public financial management and an important means to save financial funds. With the development of the new normal of China's economy， it is of great significance to do well the management work of government procurement bidding. However， combined with many years of practical experience， there are some problems existing in the process of government procurement bidding， resulting in low efficiency of government procurement bidding and prone to financial risks. Therefore， combined with practical work experience， taking the new changes of government procurement bidding work as the starting point， this paper analyzes the problems existing in the process of government procurement bidding， and finally puts forward countermeasures to solve the problems of government procurement bidding work， so as to improve the efficiency of government procurement bidding work.

1 引言

政府招标采购是全面从严治党、提高公共财政资金使用效益的重要手段。政府采购是行政事业单位财务管理的重要组成部分之一。为促进政府采购管理工作的高质量发展，党的十八大以来，党中央、国务院针对政府采购工作出台了诸多法律法规等。2018年，中央全面深化改革委员会第五次会议审议通过《深化政府采购制度改革方案》，该方案明确提出要强化采购人主体责任，建立集中采购机构竞争机制，改进政府采购代理和评审机制等。财政部印发的《政府采购需求管理办法》于2021年7月1日施行，提出行政事业单位必须做好政府采购需求管理工作。2021年4月30日，财政部印发《政府采购货物和服务招标投标管理办法（修订草案征求意见稿）》，对我国政府招标采购管理工作作出进一步修正，完善了政府采购管理流程细则。……
