摘  要：跨域投送作为现代军事理论的热点问题，研究广泛，观点多样，基础理论的定位兼具作战型和保障性。文章以跨域投送行动为研究对象，立足边境地区环境特点，结合现代军事发展的实际背景与客观条件，主要论述边境地区跨域投送行动的基本内涵、行动特点、组织实施三个方面，继承了现有理论成果，并进行合理化创新，论述内容兼顾宏观和微观，以期对跨域投送行动提供指导。

Abstract： As a hot issue of modern military theory， cross domain delivery has extensive research and diverse views. The positioning of basic theory is both operational and supportable. Taking cross domain delivery operations as the research object， based on the environmental characteristics of border areas， combined with the actual background and objective conditions of modern military development， this paper mainly discusses the basic connotation， action characteristics and organization and implementation of cross domain delivery operations in border areas， inherits the existing theoretical achievements， makes rational innovation， and takes into account both macro and micro aspects， in order to provide guidance for cross domain delivery operations.

睦邻友好需要与边境复杂局势是我国边境地区安全利益的基本矛盾，我国邻国众多，地缘格局复杂，潜在威胁始终存在。如何在现代军事发展现状与国际战略博弈背景影响下，处理好我国边境地区安全威胁是军事理论的热点问题。军事手段始终是保底手段，边境地区跨域控制战以其夺控维稳、积极防御的目的特征，兼顾周边经略与风险化解，是符合我国边境实际与现代战争理念的优势理论，边境地区跨域投送行动作为跨域控制战的启动阶段和重要内容，科学组织投送行动对作战开端、发展具有直接影响，是边境地区跨域控制战成功实施的关键环节。

边境地区跨域控制战是针对来自边境地区的国家安全威胁，运用联合作战体系，以控制重要军事目标为主要手段，化解危机、摄控局势的作战行动。作为新形势下军事战略方针指导下的新型作战样式，其作战思维并非新生事物，从近代以来中外局部战争的各类作战行动中，可以深切体会到跨域控制战的思维内核。……
