【摘  要】伴随着我国科学技术的持续性发展，科研项目对于行业经济发展具有显著影响。但是随着近些年科研事业单位的经费投入量不断增长，科研项目的资金管理难度以及相关问题显得越发突出和明显，强化科研项目的经费管理已经成为实际问题。对此，为了进一步提高科研事业单位的综合效益价值，论文简要分析科研事业单位科研项目资金管理困境及对策，希望可以为相关工作者提供帮助。

【Abstract】With the continuous development of science and technology in China， scientific research projects have a significant impact on the economic development of the industry. However， with the continuous increase of funding input of scientific research institutions in recent years， the difficulty of fund management of scientific research projects and related problems become more and more prominent and obvious， and strengthening the fund management of scientific research projects has become a practical problem. In this regard， in order to further improve the comprehensive benefit value of scientific research institutions， this paper briefly analyzes the predicament and countermeasures of fund management of scientific research projects in scientific research institutions， hoping to provide help for related workers.

1 引言

随着我国经济快速发展以及国家对于科研事业单位的高度重视，近些年科研的支持保护力度得到了明显的增强，这间接地推动着科研事业的持续发展。目前科研投入已经成为公共财产支持性的优先项目，同时科研经费的投入量也在不断地增长，资金的来源途径呈现出了多元化发展。国家财政对于科研单位的经费投入量不断增长，但是国家资金途径毕竟有限，所以如何有效地管理并合理应用科研经费并使其资金价值最大化，达到预期效果并完成科研任务，便成了科研项目管理的核心问题。对此，探讨科研事业单位科研项目资金管理困境分析及对策具备显著实践性价值。

2 科研事业单位科研项目资金管理困境

2.1 预算管理效果不佳

科研事业单位的科研项目资金管理工作中，科研人员需要完成经费的预算编制工作，同时落实科研人员项目申报工作，财务人员需要积极参与到项目经费的预算编制期间。……
