【摘  要】近年来，为了提高政府运行效率，推进改革深化，我国一直在积极推动政府职能改革，以实现对市场资源的优化配置。PPP模式是我国基础设施和公共服务领域新兴的一种合作模式，主要通过政府与社会资本的合作缓解政府财政压力，但该模式在具体推广落实的过程中遇到了许多阻碍。论文从区块链技术应用的角度探讨如何有效地推进落实PPP模式。

【Abstract】In recent years， in order to improve the efficiency of government operation and promote the deepening of reform， China has been actively promoting the reform of government functions to achieve the optimal allocation of market resources. The PPP mode is an emerging cooperation mode in the fields of infrastructure and public services in China， mainly through the cooperation between the government and social capital to alleviate the financial pressure of the government， but the mode has encountered many obstacles in the process of concrete promotion and implementation. The paper discusses how to effectively promote the implementation of the PPP mode from the perspective of the application of block chain technology.

1 引言

PPP即政府和社会资本合作，其内涵是将社会资本引入我国基础设施建设以及公共服务领域。一方面，提高我国公共产品与服务的水平;另一方面，帮助企业更好地防控债务风险，保障公共财政安全。目前，我国许多地方政府都在积极推广PPP模式，以适应国家转变政府职能、推进治理能力现代化的要求。但结合实际情况来看，我国政府在推广PPP模式的过程中仍旧存在许多问题亟待解决，而区域块技术的应用则是突破当前困局的关键。

2 PPP模式介绍

2.1 PPP模式的概念

PPP模式，即政府与社会资本在公共服务领域展开合作，通过双方资源优势的互补整合，提高公共产品与公共服务的水平，同时进行利益共享和风险分担。一般来讲，只要是政府部门和私营部门在公共服务领域建构的合作关系都属于PPP的范畴，例如，BOT、BOO以及PFI等，具体形式是政府授予私营部门以特许经营权。

2.2 PPP模式的特征

PPP模式包括以下特征：
