【摘  要】新公共管理是将现代经济管理与企业管理相融合的一种有效的管理模式，将其运用到中国行政管理中，可以有效地提升中国行政部门的管理水平，提高行政部门的工作效率，不断地提升管理质量。因此，研究和探讨新公共管理在中国行政管理中的应用是非常有必要的。论文从新公共管理的优势出发，分析了新公共管理的内含、职能以及作用。基于此，论文重点从六个方面探讨了新公共管理对中国行政管理改革的借鉴作用。

【Abstract】The new public management is an effective management mode that integrates the modern economic management and the enterprise management. Applying it to China's administrative management can effectively improve the management level of China's administrative departments， improve the work efficiency of administrative departments， and constantly improve the management quality.Therefore， it is very necessary to study and discuss the application of new public management in China's administrative management. Starting from the advantages of the new public management， this paper analyzes the contents， functions and effects of the new public management. Based on this， the paper focuses on six aspects to explore the reference function of new public management to China's administrative management reform.

1 引言

新公共管理思想是将现代经济管理与企业管理相结合的模式，通过绩效模式来提升管理水平，来带动工作人员积极性的管理模式。而我国传统的行政管理模式下工作效率相对较低，工作人员工作积极性不高，工作态度有待改进。而将新公共管理运用到我国行政管理中，可以通过先进的管理思路来带动工作人员的积极性，同时通过制度的改革来完善管理流程，让工作效率更高。因此，本文重点探讨了新公共管理对中国行政管理改革的借鉴作用。

2 新公共管理概述

2.1 内涵

新公共管理主要强调在政府的行政管理中不能使用监督、集中化等行为，而是将企业的管理方法应用于政府的管理中。 新公共管理的内容更加偏向于人民，它改变了传统的行政管理形式。从宏观的角度看，新公共管理只是一种管理思维方式，而不是一种成熟的理论。……
