摘  要：课题组在对首都区级疾病预防控制中心充分翔实调研的基础上，深度挖掘了在此次新冠疫情中区级疾控机构面临的突出问题，进而补短板、堵漏洞，为区级疾病预防控制体系优化提出可行性政策建议，从而进一步推进“健康北京”建设，构建更加有效的首都公共卫生治理体系、提高应急管理治理能力。

Abstract：Based on the full and detailed investigations of the Capital District Center for Disease Control and Prevention，the research team has deeply explored the outstanding problems faced by the district-level disease control agencies in the new crown epidemic， and then made up for shortcomings and plugged loopholes for district-level disease prevention. The optimization of the control system proposes feasible policy recommendations to further promote the construction of “Healthy Beijing”， build a more effective public health governance system in the capital，and improve emergency management and governance capabilities.

笔者以首都区级疾病预防控制中心为切入点，从公共卫生队伍与设施能力、医防信息共享与协同能力、对基层防控组织的调控能力、疾控机构专业研判能力四个方面进行了充分翔实的调研，从而进一步分析首都区级疾控机构所面临的四个突出问题，进而从标准化建设、共享联动的医防融合体系、基层防控组织调控能力、构建疾控机构专业能力机制四个方面提出具有可行性的对策建议。

一、区级疾控体系对首都疫情防控的支撑作用

新冠肺炎疫情得到有效控制后，习近平总书记多次强调：“这场抗疫斗争是对国家治理体系和治理能力的一次集中检验。要抓紧补短板、堵漏洞、强弱项，加快完善各方面体制机制，着力提高应对重大突发公共卫生事件的能力和水平。要构筑强大的公共卫生体系，完善疾病预防控制体系，建设平战结合的重大疫情防控救治体系，强化公共卫生法治保障和科技支撑，提升应急物资储备和保障能力，夯实联防联控、群防群控的基层基础。……
