摘  要  从1988年建设部颁布《关于开展建设监理工作的通知》算起，在我国工程建设领域推行工程监理制度已有三十多年历史。工程监理在工程建设过程中发挥了重要作用，我国目前在工程领域建立了完善的监理法规及标准体系，形成了较为完整的工程监理机制。但在测绘领域，全面推行测绘监理仍尚需时日，有待健全。湖南省各市州第三次国土调查项目引入了监理机制，是测绘行业的一大进步。笔者以益阳市第三次国土调查监理为例，阐述测绘监理在国土调查中的作用，介绍如何开展监理工作，以及浅谈自己对测绘监理的理解和建议。

Abstract： From the Ministry of Construction promulgated in 1988 "on the implementation of construction supervision work notice"， the implementation of engineering supervision system in the field of engineering construction in our country has a history of more than 30 years. Engineering supervision plays an important role in the process of engineering construction. At present， China has established a complete system of supervision laws and standards in the field of engineering， and formed a relatively complete engineering supervision mechanism. But in the surveying and mapping field， the comprehensive implementation of surveying and mapping supervision still needs time， to be perfect. The supervision mechanism has been introduced into the third land survey project of cities and prefectures in Hunan Province， which is a great progress in surveying and mapping industry. Taking the supervision of the third land survey in yiyang city as an example， the author expounds the role of surveying and mapping supervision in the land survey， introduces how to carry out the supervision work， and briefly discusses his own understanding and suggestions of surveying and mapping supervision.

目前測绘行业大都执行的是两级检查一级验收制度，缺少第三方过程监督，项目的过程检查都是靠测绘单位自身的自觉性去完成，很多问题在验收时才发现，造成返工现象。对于赶进度赶工期的项目而言为时已晚，影响成果的及时利用，无法及时满足市场的需要。第三次国土调查是一项重大的国情国力调查，关系到国民经济发展，本文通过对益阳市第三次国土调查引入监理机构的具体实施以及其发挥作用进行探讨。

1    益阳市三调监理概况

1.1  监理目的
