摘  要  本研究结合草地资源调查要求和三调成果内容建立了草地分类与三调工作分类的对照关系，构建了基于三调成果的草地资源调查技术路线与方法，研究表明该方法切实可行，对利用三调成果开展自然资源专项调查，构建自然资源统一调查监测体系具有一定的借鉴和参考意义。

Abstract： Based on the analysis of the third land survey result， combined with the requirements of grassland resource survey， this paper establishedthe comparison relation about grassland classification and land use classification， and constructed a  investigation method of natural resources. Research shows that， this method was convenient， and provided a reference for special investigation of natural resources using the third land survey result and construction of unified natural resources investigation and monitoring system.

長期以来，我国自然资源实行分头管理，自然资源调查监测工作分头组织，导致调查监测在对象、范围、内容等方面存在重复和交叉，以及调查结果相互矛盾，不利于将山水林田湖草作为一个生命共同体进行系统治理。开展自然资源统一调查监测评价，是贯彻落实新发展理念、推进自然资源管理体制改革的重要举措，也是履行自然资源管理“两个统一、六项职责”的前提和基础[1]。自然资源调查分为基础调查和专项调查。其中第三次全国国土调查（以下简称“三调”）是自然资源统一调查监测的基础调查工作，是一项重大的、全国性的国土调查工作，是对自然资源共性特征开展的调查，通过全面普查我国的土地资源使用情况，以期掌握翔实准确的国土利用现状和自然资源变化情况，形成全国范围内的土地利用基础数据，为全面支撑新时代自然资源管理、更科学有效推进生态文明建设夯实数据基础。专项调查是为自然资源……
