摘 要：科研档案蕴含着丰富的信息资源，随着时代的发展，其促进科技创新的功能日益增强。以福建省农业科学院为例，通过阐述科研档案在农业科技创新中的价值和推动科技创新案例的成效，提出了打造一支高素质管理队伍、完善档案管理监督机制、加强档案综合开发利用、加快档案信息化建设进程等科研档案管理对策，为农业科研院所科研档案更好地服务科技创新提供理论依据与实践样板。

Practice and Thinking of the Management of Scientific Research Archives onPromoting Agricultural Scientific and Technological Innovation

——A Case Study of Fujian Academy of Agricultural Sciences

Abstract： Scientific research archives contained rich information resources. With the development of the times， their function of promoting the scientific and technological innovation is increasingly enhanced. By taking Fujian Academy of Agricultural Sciences as an example， through illustrating the value of scientific research archives in agricultural scientific and technological innovation and the achievements achieved in promoting the scientific and technological innovation cases， some countermeasures were put forward for the management of scientific research archives， including building a high-quality management team， perfecting the management and supervision mechanism of archives， streng thening the comprehensive development and utilization of archives and speeding up the process of archives informatization construction， thus to provide theoretical basis and practical model for the agricultural research institutes to better serve the scientific and technological innovation by using the scientific research archives.

科研档案是对科技活动的真实记录，是科研单位珍贵的信息资源，是科技创新发展的重要基础性战略资源。随着农业科技的进步和国家对农业发展的重视，科研档案数量急剧增加，内容更加丰富，载体越发多样，其促进农业科技创新的功能日益明显[1]。农业科研院所作为农业科技创新的主力军，其科研档案里蕴藏着丰富的科技创新资源，如何更好发挥科研档案对农业科技创新的促进功能，这是新时期对科研档案管理人员的挑战。新修订《档案法》和《科学技术研究档案管理规定》的颁布实施，为档案规范收集、整理、保护和利用提供了法律制度遵循，更是对新形势下科学数据、科研档案的管理利用提出了新的更高的要求。这就要求农业科研院所要加强对科研档案的管理，充分挖掘这些信息资源，为农业科研提供有价值的档案服务，促使农业科技人员更好地开展科技创新。……
