摘要：干部人事档案管理与利用的现代化发展中，信息技术的作用越来越显著，管理与利用的形式方法也不断创新，一方面档案组建由文字、图片、实物等大多改成实物纸质档案与电子档案并存的方式，另一方面也从应用查阅，向信息共享程度转化，技术、设备、策略、方法等实现了质的变化，创新力度不断加大，人们借助智能移动终端，就能拥有掌上“档案馆”，档案管理与利用、服务不再受制于档案馆及查阅时间的局限。

On the Innovation of Management and Utilization of Cadres' Personnel Files

Abstract： In the modern development of the management and utilization of cadre personnel archives， the role of information technology is becoming more and more significant， and the forms and methods of management and utilization are constantly innovated. On the one hand， the establishment of archives is mostly changed from text， pictures and physical objects to the coexistence of physical paper archives and electronic archives. On the other hand， it is also transformed from application access to information sharing， technology， equipment Strategies and methods have achieved qualitative changes， and innovation has been increasing. People can have handheld "archives" with the help of intelligent mobile terminals. Archives management， utilization and services are no longer limited by archives and access time.

干部人事檔案管理是党委组织部门与政府劳动人事部门重要的工作，而档案的利用对干部的工作调动、升职、迁移等工作有着密切的关系，管理的作用是确保干部人事档案的真实有效，规避造假、作弊的风险;利用价值则表现在从档案中充分了解干部的履历，经验荣誉和失误教训等，更加全面地认识干部的特长，现代化信息技术条件下，注重干部人事档案管理与利用的创新，对促进干部人事工作水平，具有积极意义。

1干部人事档案管理遵循的原则

1.1干部人事档案管理必须遵循安全性原则

干部人事档案是个人全部信息的载体，随着干部的工作单位、地点的变动，而不断迁徙、挪动，转交接收单位保管，在管理工作中，干部档案常常因为人为原因或者自然然环境的原因，对干部档案造成伤害或者毁灭，致使干部档案内容缺失，或者功能丧失。……
