Research on the Construction of Public Feedback Mechanism for Government Data Opening

Abstract: [Purpose/Significance]This paper investigates and studies the public feedback in government data opening, and aims to improve public participation and satisfaction of government data opening, so as to promote the use of government open data and ensure the quality of government open data.[Method/Process]This paper selects 4 first-tier cities, 15 new first-tier cities, and 30 second-tier cities in the "2020 City Business Charm Ranking List" as the research samples, and analyzes public feedback issues on the basis of investigating the status quo of public feedback on its government data open platform. [Result/Conclusion] Finally, based on the five periods of the open government data life cycle, corresponding to the first, middle and last three stages of public feedback on open government data, a five-period and three-stage public feedback mechanism for open government data was constructed.

大数据时代的到来，使数据之间的联系增强，数据中蕴含的价值得到挖掘，数据红利得以释放，也提供了一种发现新知识的可能性。政府数据开放相较于简单的信息公开，更多强调政府开放数据的“用”。政府数据开放的目的就是使原始数据经由开发利用，产生经济效益或社会效益，最终实现数据价值的增值。让公众的反馈作用于政府数据开放，不仅可以了解公众的需求，提高政府开放数据的利用率，同时还可增强政府开放数据的公众满意度以及政府开放数据的质量。

1 政府数据开放公众反馈机制相关研究

目前许多学者认为公众反馈对政府开放数据的质量保障具有重要意义。邓崧，葛百潞[1]指出，公众的满意度是数据开放效果的最有效指标，一定的公众参与度保证了数据开放的质量和效果。陈朝兵[2]也提到社会公众对于政府数据的共享共用、增值开发和利用能力，直接影响政府数据开放的共享性和利用性等质量特性。在政府开放数据质量保障机制的研究中，程帅[3]在引用国外数据开放保障机制发展经验的基础上，提出我国政府数据开放保障机制建设路径，指出要完善政府数据开放政策执行的反馈机制。赵千乐[4]在我国政府数据开放保障机制研究中提出要加强不同阶段对应工作机制建设，结束阶段要构建政府数据开放公众协作机制，加强对开放数据的解读、提升公众的数据处理和利用能力、加强数据开放工作的反馈管理。……
