The Construction of Security Narrative of U.S. Cyberspace Security: A Discourse Analysis ofU.S.NationalSecurityStrategy(1987-2017)

Abstract:[Purpose/Significance]With the rapid development of the Internet and information communication technology, every domain of human life has been closely linked with cyberspace, and cyberspace security is gradually topping the agenda of U.S. national security.[Method/Process]Based on the theoretical framework of security narrative, it employs 17 copies ofU.S.NationalSecurityStrategyas research materials, takes the approach of discourse analysis, and further explores the construction of security narrative of U.S. cyberspace security. [Result/Conclusion]Under such premise, it generalizes three principal features and underlying dynamics of security narrative of U.S. cyberspace security, and combined with the aforesaid features, makes prospect of future arena in which the power game of great powers takes place.

自二十世纪五十年代以来，以信息通信技术为核心的第三次科技革命席卷全球。如今人类社会正处于阿尔文·托夫勒(Alvin Toffler)所预言的“第三波浪潮”的信息时代之中。以互联网及其相关衍生技术应用为核心的信息通信技术，已经渗透美国的政治、军事、经济、社会生活等领域，网络空间安全已经愈发成为美国国家安全的重要议题。匈牙利布达佩斯的国立公共服务大学的科瓦克斯(LszlKovcs)在《作为国家安全基石的国家网络安全》一文中指出，拥有更加先进的数字经济与社会的国家更易受到来自网络空间的威胁[1]。 美国作为现代互联网技术的开创者、新一代信息通信技术的弄潮儿，以及未来智能数字应用的引领者，在与网络空间相关的安全关切、治理规范、制度构建、技术研发等领域具有相较其他国家行为体而言更为深厚的历史经验以及更加扎实的实践基础。与此同时，美国也相较于其他国家更早地意识并感受到来自网络空间的安全威胁。网络空间中国家实力的较量与信息的掌握能力息息相关，实体物理世界中的大国权力博弈在虚拟的网络空间中也在不断的循环上演。

美国作为现代互联网的创造者以及信息通信技术的业内领头羊，其面临的来自网络空间的安全形势相较于其他国家来说更为严峻。牛津大学数字伦理实验室主任卢西亚洛·弗洛里迪(Luciano Floridi)指出，“新技术的产生不断塑造着人类对于人性本身以及其在宇宙中所扮演的角色的思考与认知”[2]。……
