摘  要：核电科研项目管理中的计划管理、预算管理是项目有效实施的关键因素。该文研究基于成熟度的同类型核电科研项目度量的方法，介绍了科研项目分类，同类型项目的周期划分、成本估算、计划制订、监控和测量等。根据该方法，可以针对同类型的项目，制定标准化的项目度量标准及过程，并建立科研项目成熟度管理模型。研究成果表明，同类型的科研项目度量能为项目估算、计划提供基础数据，也提供了控制项目的量化信息，为项目绩效考核提供了客观的信息，可以推动企业项目管理的过程改进。

Abstract： The plan management and budget management are the key factors of the nuclear power research projects. It can promotes the project effect by using the measurement methods of similar  projects based on maturity. This paper introduces the classification of NPP research projects， the period division of similar projects， cost estimation of projects， planning of projects， monitoring and measurement of projects， etc. According to this method， it can set up  standardized project metrics and its processes can be formulated， and a scientific research project maturity management model can be established. The research results show that the similar scientific research project measurement can provide basic data for project management and planning. This method provides quantitative information for the control project and provides objective information for project performance evaluation. It can promote the process improvement of enterprise project management.

核电科研项目管理的特点是技术指标严谨性要求强、管理标准要求高、进度计划精密性要求高、项目研究内容较为复杂。面对核电科研项目日益增多的情况，对核电科研业的项目管理能力，以持续改进这种能力提出了要求。该文对核电科研项目，运用项目管理成熟度的模型以及同类型项目的度量管理等手段，提出基于成熟度的同类型核电科研项目度量管理方法，探讨如何建立符合单位特色建立项目管理模型，并对模型的应用方法进行研究。

1  科研项目度量管理

基于项目度量的管理可以提供项目管理量化的信息，使科研项目管理工作有据可依。建立成熟度模型，可以涵盖标准化的科研项目计划，标准化的成本计划，标准化的质量计划，为项目的过程管理提供了的量化信息，为项目绩效考核提供了客观的信息，可以推动企业项目管理的过程改进。……
