摘  要：为推动国防知识产权在装备领域创新发展，该文从装备领域国防知识产权管理的特点出发，根据装备研制特点和实际情况，有针对性地分析了国防知识产权管理现状与问题，阐述了加强装备领域国防知识产权管理的必要性，在此基础上提出了国防知识产权管理的措施和建议，包括增强意识、确立归属与利益分配政策以及保密解密等方面，用于提升装备领域国防知识产权创造、运用、保护和管理能力。

Promote Research on the Management of National Defense Intellectual Property in the Field of Equipment

Abstract：In order to promote national defense intellectual property rights in the field of equipment innovation and development， this essay will start from the characteristics of equipment in the national defense intellectual property management. According to the character and actual situation of equipment development， the paper analyzes national defense intellectual property management present situation and the problems. The necessity to strengthen the management of equipment in the national defense intellectual property rights is also expounded in the paper. On this basis， the national defense intellectual property management measures and suggestions are put forward， including enhanced consciousness， establish ownership and interest distribution policy as well as secret decryption or other aspects used to improve national defense intellectual property creation， utilization， protection and management ability in the field of equipment.

國防知识产权的管理，是为保证国防知识产权制度的贯彻实施、保障权利人的合法权益而进行的管理活动，存在于国防知识产权的创造、运用与保护各个环节之中。装备承制单位作为承担装备及配套产品科研、生产、修理、技术服务等任务单位，国防专利的数量和质量可以反映其技术水平、科研攻关能力、技术储备情况，积极推进装备领域国防知识产权管理研究，对于节约国防投资资金，充分利用现有技术资源，提高装备成果的产出率和利用率，具有非常重要的意义。

1  装备领域国防知识产权管理存在的问题分析

1.1 意识、教育问题
