摘 要：促进农业废弃物的资源化利用对于改善农村环境污染、发展多元产业和农业循环经济具有重要意义，同时可以缓解能源紧张，推动人类可持续发展。该文通过分析河南省典型地区农业废弃物资源化利用情况，发现资源化利用过程中存在管理缺乏整体规划、工作基础薄弱、机制不完备、重视程度不够、实践能力不足、资金投入不平衡、资金利用不细化等方面的问题，并且从强化管理与落实、提供政策保障、鼓励经验交流与推广、加大资金扶持力度和加快技术创新与研发等方面提出了相应的对策建议。

Abstract： Promoting the utilization of agricultural waste resources is of great significance to improve rural environmental pollution， develop multiple industries and agricultural circular economy， and at the same time alleviate the world energy shortage and promote the sustainable development of human beings. This paper analyzes the utilization of agricultural waste resources in typical areas of Henan Province， and finds out that in the process of resource utilization， there are problems such as lack of overall planning by managers， weak work foundation， incomplete mechanism， insufficient attention， insufficient practical ability， imbalance of capital input， and non-refinement of capital utilization.It is suggested to improve the situation from the aspects of strengthening management and implementation， providing policy guarantee， encouraging experience exchange and promotion， increasing financial support， and accelerating technological innovation and reserch and development.

農业废弃物是指在农业生产经营活动中有机物质未能完全利用而产生的农业垃圾，主要包括秸秆和畜禽粪便2类。近年来，随着农民生产生活水平的逐渐提高，农业产出量的增加，农业废弃物总量也日益上涨。若能“变废为宝”，提高农业废弃物的利用率，对于改善农村环境污染、发展多元产业和农业循环经济具有重要意义。

目前，农业废弃物资源化利用的问题受到了学术界的广泛关注。艾平[1]以秸秆和养殖粪便的处理技术为基础，探讨了农业废弃物排放应用的可行性、经济合理性及环保性。徐宇鹏等[2]研究认为，中国应推行低值高效产业打头阵、高值化利用产业稳步进的战略，并得出多种产业协同联动发展的未来趋势。……
