摘要 2020年是全国脱贫攻坚收官之年，但受到新冠肺炎疫情的冲击，贫困户的务工、产业受到影响，收入降低，容易发生返贫;扶贫产业面临复工缓慢，生产滞后，产品滞销等挑战，出现亏损情况;各项扶贫工作均受到疫情波及，进展缓慢。黄塔村是广州铁路职业技术学院对口帮扶省定贫困村，扶贫干部认真分析形势，运用“五位一体”模式，精准施策。经过加大疫情补助，实施消费扶贫，扩大以奖代补等系列措施，貧困户经济收入逐步恢复，黄塔村坚决高质量打赢脱贫攻坚收官之战。

Research on the “Five in One” Model of Poverty Alleviation in Poor Villages under the Influence of COVID-19 Epidemic—Taking Huangta Village，a Poor Village in Guangdong Province， as an Example

Abstract 2020 is the final year of the nations poverty alleviation， but it has been hit by COVID-19 epidemic，the employment and industries of poor households are affected， their incomes are reduced， and they are prone to return to poverty; the poverty alleviation industry is facing challenges such as slow resumption of work， lagging production， and unsalable products， and losses have occurred; all poverty alleviation work has been affected by the epidemic and progress is slow. Huangta Village is the counterpart of Guangzhou Railway Vocational and Technical College to help the provincial designated poverty-stricken villages. The poverty alleviation cadres carefully analyze the situation， use the “five in one” model， and implement precise policies. After increasing epidemic subsidies， implementing consumption poverty alleviation， and expanding subsidies for subsidies， the economic income of poor households has gradually recovered. Huangta Village is determined to win the final battle of poverty alleviation with high quality.

2016年，广州铁路职业技术学院结对帮扶省定贫困村——梅州市五华县黄塔村，根据黄塔村和贫困户的实际情况实施多种帮扶措施，逐年提高贫困户收入，改善村人居环境，并于2019年底提前实现贫困户稳定脱贫及贫困村成功退出的总攻目标。但在2020年初，突如其来的新冠肺炎疫情（以下简称疫情），一时之间打乱了脱贫攻坚的步伐，决战决胜脱贫攻坚面临前所未有的挑战。习近平总书记在决战决胜脱贫攻坚座谈会上强调：“到 2020 年现行标准下的农村贫困人口全部脱贫，是党中央向全国人民作出的郑重承诺，必须如期实现[1-4]。” 驻村扶贫队根据习近平总书记的讲话精神，运用“五位一体”模式，既抓好疫情防控工作，也做好脱贫攻坚工作，确保“疫情防控”和“脱贫攻坚”两不误、两必胜。……
