摘要：在新的发展格局下，需要充分结合企业为核心的内外联动思路，对三次产业链条的协同工作效应进行区分与调整，稳步推进强链、优链、补链与固链的全面结合，对核心产业链环节上的企业给予政策上的优惠。本文结合新发展格局下，我国当前产业链供应链的在大环境下重构的基本趋势以及相关影响，并在此基础上以构建自主可控、安全高效的产业链供应链为目标，提出相应的建设性意见。

Abstract： Under the new development pattern， it is necessary to fully combine the internal and external linkage idea with enterprises as the core， distinguish and adjust the collaborative work effect of the three industrial chains， steadily promote the comprehensive combination of strong chain， excellent chain， complementary chain and solid chain， and give preferential policies to enterprises in the core industrial chain. In this paper， based on the basic trend of the reconstruction of China's current industrial chain and supply chain in the context of the new development pattern and the relevant influence， and on this basis， it puts forward corresponding constructive suggestions with the goal of building an independent， controllable， safe and efficient industrial chain supply chain.

產业链供应链的现代化水平的提升，是加强我国制造业规模，推动产业高质量发展的重要手段，也是当前新发展格局下，全面加强社会主义现代化建设的基本方略。现阶段，我国正处于经济转型期，制造业、工业等产业都面临较大的全球竞争挑战，在国外封锁我国经济，限制出口贸易，全球新冠肺炎疫情肆虐的情况下，我国需要全面开启社会主义现代化国家的发展新征程，并且针对国内循环主体构建国内外双循环相互促进的发展格局。为了全面推动产业链供应链的稳定发展，我国需要全面加强产业基础再造，在科技领域实现突破，加强具有竞争优势与控制优势的产业领域，培育具有高度附加值与高创新度的现代化产业支撑链，推动现代产业体系的高效建设与发展。
