摘 要：科研诚信是科技创新的基石。我国二十多年的高校市场化改革一方面大大推动了高校体制机制创新，促进全国高校科研能力跨越式大发展，另一方面也造成了一些不可避免的问题在学术界蔓延，严重影响了高校学术科研的健康环境，成为我国高校世界一流建设的极大阻碍。本文从我国科研诚信与监督体系建设发展历程入手，结合目前我国科研诚信与监督体系建设过程中的国家政策文件，运用“三螺旋理论”，厘清政府、高校、第三方机构三者间的协调合作关系，建立西安市科研诚信建设模型，为预防学术腐败、科研不端，建立系统化、体系化科学健康的科研学术氛围提出对策与相关建议。

Research on the Construction and Strategy of Scientific Research Integrity in Xi'an Based on Collaborative Theory

Abstract：Scientific research integrity is the cornerstone of scientific and technological innovation.On the one hand，the market-oriented reform of colleges and universities in China for more than 20 years has greatly promoted the innovation of institutions and mechanisms of colleges and universities and promoted the great leap forward development of research capacity of colleges and universities in China.On the other hand，it has also brought some inevitable problems.The atmosphere of "utilitarianism" and "money worship" has spread in the academic circles，resulting in misconduct in scientific research，which has seriously affected the healthy environment of academic research in Colleges and universities.It has also become a great obstacle to the construction of world-class colleges and universities in China.Starting from the development process of the construction of scientific research integrity and supervision system in China，combined with the national policy documents in the construction of scientific research integrity and supervision system in China，this paper uses the "three helix theory" to clarify the coordination and cooperation relationship among the government，universities and third-party institutions，and establishes the construction model of scientific research integrity in Xi'an， so as to establish a systematic and put forward countermeasures and relevant suggestions to systematize scientific and healthy scientific research academic atmosphere.

1 問题提出

科研诚信是科技创新的基石。科研工作者在进行科研工作时，所遵循的道德准则是科研道德素质的重要组成部分，也是政府、有关监督机构和部门及相关管理人员所应共同遵守的行为规范。随着我国经济建设的迅速发展和现代化进程的不断加快，科学技术对经济社会发展的作用日益凸显。作为科技创新的基石，科研诚信是对科学研究过程的可信性保证，其重要性不可忽视。可以看到的是，目前我国的科研诚信与监督体系建设整体上仍存在短板，违背科研诚信的事件仍然存在[1-2]。为加强科研诚信建设，从中央到地方都围绕科研诚信与监督体系建设进行了积极有益的探索。……
