摘 要：郑州市的高端装备制造业近些年的专利标准化水平虽然在进步，但在专利与标准相结合方面还处于初级阶段。本文以2017—2019年郑州市的国家级知识产权优势企业和国家级知识产权示范企业为研究对象，通过分析其参与相关标准情况、专利被标准引用情况和企业专利情况，发现郑州市高端装备制造业研发专利技术前的标准布局意识不够强、尚未将标准制订与技术研发进行战略性整合、缺乏规划和实施专利标准化工作的复合型人才等关键性问题，进而提出政策建议。

Development Status and Countermeasures of Patent Standardization in High-end Equipment Manufacturing Industry in Zhengzhou Countermeasure Research

Abstract： Although the patent standardization level of high-end equipment manufacturing industry in Zhengzhou is improving in recent years， the combination of patent and standard is still in the primary stage. This paper takes the national intellectual property advantage enterprises and national intellectual property demonstration enterprises in Zhengzhou from 2017 to 2019 as the research object. By analyzing their participation in relevant standards， patent citation by standards and enterprise patents， it is found that the awareness of standard layout before developing patented technology in Zhengzhou high-end equipment manufacturing industry is not strong enough key issues such as the strategic integration of standard formulation and technology R & D， the lack of compound talents for planning and implementing patent standardization， and then put forward policy suggestions.

2021年9月22日，中共中央、国务院发布《知识产权强国建设纲要（2021—2035）》，《纲要》指出“到2025年，知识产权强国建设取得明显成效;到2035年，我国知识产权综合竞争力跻身世界前列”，同时强调“拓展海外专利布局渠道，推动专利与国际标准制定有效结合”。随着全球化的深入，在商业利益的驱动下，标准凭借在产品互通性、规范化等方面的优势，正成为产业竞争的制高点、创新成果产业化的关键环节[1-2]。标准必要专利作为某项标准难以规避、必然使用的專利，对于行业的影响也愈加受到业界重视[3]。随着越来越多的专利被认为是技术标准的关键，标准必要专利在提高企业经营收益、增强企业市场竞争力方面的作用愈加明显。对标准必要专利所有者的企业而言，标准必要专利不仅能够以许可费等形式为企业带来较为可观的经济回报[4]，而且，相比较其他专利，其对企业收入和价值的贡献更大[3]。……
