摘 要：中国是世界能源消费大国之一，节能减排是当前经济社会发展进程中必须面临的挑战。同时中国要从汽车大国迈向汽车强国，发展新能源汽车产业是不可逆的。本文通过分析补贴退坡及外资股比放开对国内新能源汽车发展带来的影响，阐述了赣州新能源汽车产业发展面临的问题，并从人才端，基础设施端等方面着手，为赣州新能源汽车产业的发展提出建议。

Problems and Suggestions Faced in 2020-2025 Ganzhou New Energy Vehicle Development

Abstract：China is one of the world's largest energy consumers， and energy saving and emission reduction is a challenge that must be faced in the current economic and social development. At the same time， China is going from a major automobile country to a powerful automobile country， and the development of the new energy automobile industry is irreversible. This article analyzes the impact of subsidy decline and liberalization of foreign shareholding on the development of domestic new energy vehicles， expounds the problems faced by the development of the new energy vehicle industry in Ganzhou， and starts from the talent side， infrastructure side， etc. giving suggestions for the development of the energy automobile industry.

1 引言

近年来，中国新能源汽车产业发展在政策的推动下取得了一定的成果，同时针对新能源汽车产业的学术研究亦是硕果颇丰。目前针对赣州新能源汽车产业的研究，有以下几位学者提出了观点与看法：欧阳淼娃提出了“要强化区域品牌，扶持龙头企业，充分发挥赣州市新能源汽车设计中心的造血功能，加快推进新能源科技城的配套设施及配套企业建设”的观点[1];黄鹏飞认为，“赣州新能源汽车产业要结合自身特色，分析借鉴柳州成功模式，加快赣州新能源汽车产业高质量、高速度发展”[2];刘秋生、张元青等人提出了新能源汽车企业协同创新发展[3]的观点。而本文主要分析补贴退出及外资股比放开对国内新能源汽车产业发展带来的影响，及在此背景下赣州新能源汽车产业发展面临的主要问题，并对赣州新能源产业的发展提出建议。
