【摘  要】新时期背景下，乡村振兴战略的提出是推动农村经济发展的重要措施。要想实现这一根本目的，就必须要结合现实要求，积极采取有针对性的对策，保证各环节工作的有序开展。但是在当前乡村振兴发展的背景下，农村基层党组织在建设时仍然存在很多问题。论文对此进行分析，在现有问题的基础上，提出乡村振兴背景下如何加强农村基层的党组织建设，为乡村振兴发展提供保证。

【Abstract】Under the background of the new era， the rural revitalization strategy is an important measure to promote the development of rural economy. In order to achieve this fundamental goal， we must combine with the actual requirements， actively take targeted countermeasures to ensure the orderly development of all links. However， under the background of rural revitalization and development， there are still many problems existing in the construction of rural grassroots Party organizations. This paper analyzes these problems， and on the basis of existing problems， puts forward how to strengthen the construction of rural grassroots Party organizations under the background of rural revitalization to provide guarantee for rural revitalization and development.

1 引言

随着我国城镇化进程推进速度的不断加快，乡村振兴战略思想的提出以及在现实中的应用，已经逐渐成为当前我国特色社会主义在进入新时期背景下的重要发展方向。党的十九大报告当中明确提出，党的基层组织在党的各项方针政策、决策部署落实时，具有非常重要的影响和作用，同时也是必不可少的重要基础。农村地区对其自身的基层党组织的规划和建设，可以直接影响到从严治党是否可以逐渐向基层转变和延伸，会直接影响到小康社会的建设目标是否可以实现。

2 农村基层党组织建设面临的新要求

农村基层党组织一直以来都是党在农村各项工作具体实施中非常重要的基础组成部分，同时也是党各项政策方针在具体落实中的主要执行者、组织者。乡村振兴战略的有效落实，可以被看作是农村社会领域发展中非常重要的组成部分，同时也是重大、深刻的改革，势必会给农村基层党组织的建设提出更高的要求。……
