【摘  要】随着当前市场经济的快速发展，各行各业在经营发展中关于PPP模式的应用也较多。PPP模式的应用在一定程度上降低了主体企业的经营风险、经营压力，与此同时也产生了一定的项目风险。基于此，分析环保企业在发展中如何实施PPP项目的风险应对，并规避项目发展风险，则成为当前环保企业发展中主要研究的问题。论文从环保企业PPP项目面临的风险因素，以及具体的应对措施方面进行简要的分析研究。

【Abstract】With the rapid development of the current market economy， there are many applications of PPP mode in the business development of all walks of life. The application of PPP mode has reduced the business risks and business pressures of the main enterprises to a certain extent， and at the same time， it has produced certain project risks. Based on this， the analysis of how to implement the PPP project risk response in the development of environmental protection enterprises， and to avoid the risk of project development， has become the main research issues in the development of environmental protection enterprises. This paper makes a brief analysis and research from the aspects of the risk factors faced by the PPP project of environmental protection enterprises and the specific countermeasures.

1 引言

近年来，随着我国环保政策的日益收紧，各类环保监管措施、执行策略也逐渐细节化和基层化，在此环保政策背景下，环保企业在发展中推进PPP项目，则引起了广泛的关注。从市场经济的角度分析，PPP项目的推动有助于提升环保企业主体机构的市场竞争力，同时对于项目规模的扩张，以及企业体量的升级也发挥了积极的作用。因此，从环保企业管理、企业发展以及市场竞争的角度评估，分析环保企业PPP项目风险应对，则为新时期环保政策下环保企业发展中的主要研究方向。

2 环保企业PPP项目风险分析

2.1 政策风险

环保企业在发展中PPP项目的运营及发展，从环保企业的上级监管角度，以及当前社会发展中对于环保行业的宏观监管现状进行分析，政策风险为主要存在的风险之一。其中政策风险的存在，主要表现为：环保企业PPP项目实施之前，期间，之后的环保政策出现重大变动，对项目的持续发展造成了根本性的影响，从而产生的PPP项目发展风险现象。……
