【摘  要】中共中央办公厅印发的《关于加强公立医院党的建设工作的意见》对加强党建工作、促进公立医院高质量发展有着重要的作用。但目前公立医院的党建仍存在党建和业务工作“两张皮”、缺少党建工作创新机制和缺乏党群团结力量的有效载体等问题。要解决这些问题，就要学深悟透党的创新理论，不断创新党建工作考核体系，如扩大考核的覆盖面、明确考核指标分类和优化考核程序等，充分发挥“指挥棒”和“助推器”作用，进一步推动公立医院发展。

【Abstract】The "Opinions on Strengthening the Party Building Work in Public Hospitals" issued by the General Office of the Central Committee of the Communist Party of China plays an important role in strengthening Party building work and promoting the high-quality development of public hospitals. But at present， there are still some problems existing in the Party building of public hospitals， such as the "two skins" of Party building and business work， the lack of innovative mechanism of Party building work， the lack of effective carrier of the uniting forces of the Party and the masses and so on. In order to solve these problems， we must deeply study and thoroughly understand the Party's innovative theory， and constantly innovate the Party building work assessment system， such as expanding the coverage of assessment， clarifying the classification of assessment indicators and optimizing the assessment procedures， so as to give full play to the role of "baton" and "booster" and further promote the development of public hospitals.

1 引言

新时期，随着医药卫生体制改革的不断深入，公立医院党建工作面临许多新问题、新挑战，开展公立医院基层党建工作考核是公立医院实行党委领导下的院长负责制的重要手段，是推动基层党支部工作顺利开展的有利抓手，也是进一步加强基层党支部教育管理的有效機制。本文提出一些创新党建工作的方法和途径，把医院重点工作和薄弱环节作为党组织的重要任务，切实提升医院基层党建工作的质量、效率、水平和成效，提升党支部工作自转能力，健全现代医院管理制度，推动实施健康中国战略。

2 公立医院党建工作考核评价的内涵与要求

2.1 基本内涵

在公立医院中，需要紧紧地围绕各方面的中心工作，要发挥出各个党组织以及党员的先锋模范作用，不断地更新考核评价内容，对考核的评价指标要进行具体的量化，将考核评价的方法以及方式进行创新，同时，还要将考核评价的结果进行运用，如与绩效挂钩、与评优评先结合等，从而形成正面引导和反面警示相结合的考核评价制度。……
