【摘  要】在国有企业发展的过程中存在职工信访问题，这会对企业的正常发展产生一定影响。信访工作是连接群众与国企之间的桥梁，充分发挥信访工作的作用，可以确保社会的稳定发展。信访工作的使命是为中心工作提供稳定保障，是群众工作更是政治工作，其核心任务是确保政治大局和谐稳定，主要职责是保障职工群众的合法权益。论文以国有企业为例，对职工信访问题进行分析，在此基础上明确国有企业职工信访问题的解决措施。

【Abstract】In the process of the development of state-owned enterprises， there are existing problems with employees' complaints and proposal， which will have a certain impact on the normal development of enterprises. Complaints and proposal work is a bridge between the masses and state-owned enterprises. Giving full play to the role of complaints and proposal work can ensure the stable development of society. The mission of the complaints and proposal work is to provide a stable guarantee for the central work， which is not only the mass work but also the political work. Its core task is to ensure the overall political harmony and stability， and its main responsibility is to protect the legitimate rights and interests of the masses of employees. Taking the state-owned enterprises as the example， this paper analyzes the problems of the employees' complaints and proposal， and on this basis， defines the solutions to the problems in the complaints and proposal of the employees in state-owned enterprises.

1 引言

在社会发展的进程当中，信访工作发挥着重要作用，在社会改革进程逐渐加快的背景之下，信访工作也有了新的含义。作为信访工作人员，应该肩负起自身的职责，积极解决来访者的问题，以此来维护社会的稳定发展。于国有企业而言，在我国经济发展当中起着积极作用。在改革工作逐步推进的过程当中，国有企业积极响应党的号召，不断优化发展模式，在企业内部实行了一系列的改革措施，这些措施引发了诸多问题，管理人员需要就如何平衡各方的关系进行分析，并就解决员工上访问题提出相应的解决方案。

2 信访现状

2.1 信访内容复杂多样

国有企业的发展历程较长，在发展的过程当中，由于受到各种因素的影响积累了诸多矛盾，加之改革工作的进一步推进，引发了诸多新问题，这些新旧问题不断交织，增加了信访工作的困难。……
