【摘  要】乡村振兴战略是我国十九大会议上作出的重要部署。基于新时期背景，我国的社会矛盾在逐渐转变，国内农业发展已经不仅仅是追求经济利益，而是开始寻求质量和效益并重。乡村振兴的实现需要科技创新作为指引，科技和产业发展、生态发展、居民生活关系密切。无论是农民收入，或是生态环境保护，都要有科技创新作为支撑方可实现。论文立足河南省实际情况，对该省科技创新助力乡村振兴展开研究，为河南省科技创新助力乡村振兴提供理论依据和决策支撑。

【Abstract】The rural revitalization strategy is an important deployment made at the 19th National Congress of China. Based on the background of the new era， China's social contradictions are gradually changing， the domestic agricultural development is not only pursuing economic interests， but also starting to seek both quality and efficiency. The realization of rural revitalization requires scientific and technological innovation as a guide. Science and technology are closely related to industrial development， ecological development and residents' life. Whether it is farmers' income or ecological and environmental protection， it can only be achieved with the support of scientific and technological innovation. Based on the actual situation of Henan Province， this paper carries out research on the province's scientific and technological innovation to help rural revitalization， and provides theoretical basis and decision-making support for Henan Province's scientific and technological innovation to help rural revitalization.

1 引言

乡村振兴战略，是党中央为了推动“四化同步”和城乡一体化发展，并实现全面小康社会所作出的重要部署。基于当前时代背景，我国社会矛盾正在不断转化，农业发展趋势已经并不仅限于追求产量，而是开始在保护有限资源的情况下，力争质量与效益的并重，这对产业竞争力的提升和未来可持续发展有着极大的促进作用[1]。乡村振兴战略的实施与科技创新息息相关，内生推动知识创新、技术创新以及管理创新从低级到高级发展，形成互动循环累计效应，最终实现科技创新助推乡村振兴战略实施。那么做好科技创新助力乡村振兴必须要回答以下几个问题：

当前制约科技创新助力乡村振兴的因素有哪些？……
