【摘  要】自2006年以来，郴州市加工贸易占进出口总额的比重呈逐年递增态势，到2012年占据了郴州市进出口总额的60%以上。论文基于2006-2019年郴州市加工贸易占进出口总额的比重分析，结合实地和网络调研，指出了郴州市加工贸易企业在转型升级中面临的困境，进而提出了相应的对策建议。

【Abstract】Since 2006， the proportion of processing trade to total export-import volume in Chenzhou City has been increasing year by year， and by 2012 it occupied more than 60% of the total export-import volume in Chenzhou City. Based on the analysis of the proportion of processing trade to total export-import volume in Chenzhou City from 2006 to 2019， the paper points out the difficulties faced by processing trade enterprises in Chenzhou City in the transformation and upgrading combined with field and network research， and then puts forward corresponding countermeasures and suggestions.

1 郴州市加工贸易发展现状

从表1可以看出，2006年郴州市加工贸易只占进出口总额的5.69%，自2007年的11月正式封关运营仅仅不到五年的时间，郴州市加工贸易占进出口总额的比重呈逐年递增态势。2012年郴州市加工贸易占进出口总额的68.71%，2013年比重最高，占进出口总额的76.32%，2018年占进出口总额的70.33%，2019年只占进出口总额的55.05%，突降15.28%，较上一年下降了23%。

基于2006-2019年郴州市加工贸易占进出口总额的比重分析可以看到，随着加工贸易持续、快速、健康发展，郴州市进出口总额也迅速增长。但是随着全球对加工贸易产品的需求持续下降和郴州市加工贸易已经没有明显人力资源成本低廉等优势的情况下，加工贸易转型升级面临的诸多瓶颈，缺乏转型升级动力。

2 郴州市加工贸易转型升级面临的问题

2.1 加工贸易企业缺乏转型升级动力

加工贸易转型升级缺乏动力的主要原因在于近年来全球对加工贸易产品的需求持续下降。首先，金融危机引起全球对加工贸易产品的需求下降。自2008年金融危机以来，美、欧、日市场需求日益走低，全球加工贸易产品延续近几年的低迷态势，加工贸易企业生存压力日益增大。……
