【摘  要】随着西部地区城市经济的不断发展，城市基础设施建设项目日益多样化，提高了对项目融资的要求。论文围绕新疆城市基础设施项目投融资进行了探究，首先阐释了在高质量发展之下，城市基础设施投资和PPP融资现状，其次分析PPP模式对城市经济的重要性，最后针对如何优化城市基础设施PPP项目模式适用性提出了相关的建议。

【Abstract】With the continuous development of urban economy in Western China， urban infrastructure construction projects are increasingly diversified， and the requirements for project financing are higher and higher. This paper explores the investment and financing of urban infrastructure projects in Xinjiang. Firstly， it explains the current situation of urban infrastructure investment and PPP financing under high quality development. Secondly， it analyzes the importance of PPP mode to urban economy. Finally， it puts forward some suggestions on how to optimize the applicability of urban infrastructure PPP project mode.

1 引言

在区域经济由高速增长阶段进入高质量发展阶段之际，如何有效推动区域经济高质量发展，已成为西部地区经济持续稳定健康发展的关键性问题。为更有效地发挥地方政府促进区域经济高质量发展的促进作用，关键在于明确地方基础设施对经济高质量发展的关键性作用。通过基础设施融资模式创新，优化当地区域经济环境，为西部地区经济高质量发展提供一种保障。党的十八大以来，在以习近平同志为核心的党中央坚强领导下，西部地区经济社会发展取得前所未有的成就，为西部地区决胜全面建成小康社会奠定了坚实的基础。2019年，西部地区生产总值205185亿元，增长6.7%，大于东部地区的增长率（6.2%）和东北地区增长率（4.5%）。西部地区全年全社会固定资产投资增长5.6%，大于东部地区的增长率（4.1%）和东北地区增长率（3%）。特别是，交通运输、邮政业，电信、广播电视和卫星传输服务业，互联网和相关服务业，水利、环境和公共设施管理业在内的基础设施投资增长3.1%。……
