【摘  要】当前，公共危机事件频发，政府能力又是有限的，在公共危机管理的过程中容易忽视一些边缘群体，因此，许多非政府组织参与了公共危机管理，并利用自身独特的视角优势、行动优势发挥了重要作用。但在实际参与危机管理的过程中，非政府组织自身也存在一定的局限性，遇到了诸多困境。论文主要通过分析非政府组织遇到的困境，进而提出相应的对策及建议。

【Abstract】At present， public crisis events occur frequently， and the capacity of government is limited. It is easy to overlook some marginal groups in the process of public crisis management. Therefore， many non-governmental organizations have participated in public crisis management and played an important role by using their unique advantages of perspective and action. However， in the actual process of participating in crisis management， non-governmental organizations themselves also have some limitations and encounter many dilemmas. Mainly through the analysis of the dilemmas encountered by non-governmental organizations， the paper then puts forward the corresponding countermeasures and suggestions.

1 非政府组织参与公共危机管理的相关概念

1.1 非政府组织的概念界定

非政府组织这个概念并非中国固有的，它是一个舶来词。关于非政府组织的概念界定，不同学者有不同的观点，学界比较认同的是莱斯特·萨拉蒙的观点，即独立于政府和市场之外的社会组织体系，具有组织性、非政府性、非营利性、自治性、志愿性。

1.2 公共危机管理的概念界定

关于危机管理的概念，学界普遍认同的是张成福的观点，即“危机管理是一种有组织、有计划、持续动态的管理过程”。吴兴军认为，“公共危机管理”是政府基于科学的公共管理理念，通过监测、预警、预防、应急处理、评估、恢复等一系列措施，有效防止和减轻公共危机灾害的管理活动。

2 非政府组织参与公共危机管理的优势

在公共危机管理的过程中，非政府组织可以利用自身独特的行动优势去做那些政府做不了或者做不好的事情，进而有效协调社会利益关系。……
