【摘  要】在实际的发展过程中，市场经济制度逐步完善，市场的作用也发生了根本性的转变，所以在招商引资中一味地坚持政府主导就成为了失策之举，这也会对经济发展造成不利的影响。基于此，论文从当前镇区政府主导下的招商引资中出现的问题以及政府职能转变的对策两方面进行探讨，希望为有关部门和工作人员提供一些参考性意见。

【Abstract】In the actual development process， the market economic system is gradually improved， and the role of the market has also undergone a fundamental change. Therefore， the single-minded insistence on government leadership in attracting investment becomes an unwise move， which will also have a negative impact on economic development. Based on this， the paper discusses two aspects， namely， the problems that appear in attracting investment at present under the leadership of the township government， and the countermeasures for the government function transformation， hoping to provide some reference opinions for relevant departments and staff.

1 引言

随着全球化进程的不断推进，市场经济体制的逐渐完善，政府主导下的招商引资也出现了很多负面问题，在一定程度上影响了经济与社会的进步。因此，政府应该正视当前招商引资中的问题，不断转变自己的职能，从实际出发，提高有关部门的工作效率，实现经济的快速健康发展。

2 当前镇区政府主导下的招商引资中出现的问题

2.1 招商引资的目标僵化

目标是引领政府发挥职能的指向灯，只有制定灵活的目标，才有可能使招商引资朝着更加健康的道路发展。然而现在镇区政府部门主导的招商引资中，有些仍然采用计划经济下的目标，将经济活动任务化、固定化，甚至不顾客观情况，要求有关部门必须达到一定的指标，并将其与考核制度挂钩。镇区政府部门制定这样僵化的目标，其实就是将招商引资工作数字化，而为了达成规定的目标，有关部门会采取各种各样的方法，甚至会违反规定为招商引资活动提供便利，作出一些不合乎政策的举措。……
