【摘  要】设计概算是设计文件的重要组成部分，初步设计评审中设计概算的审查是一项必不可少的审查内容。工程造价编制水平的高低从大的方面说直接关系到我国工程造价管理体制改革的继续深入，从小的方面说直接影响工程建设项目的投资决策、建设内容、建设质量标准等。因此，论文就建设工程造价咨询之初步设计评审中设计概算评审方面存在的问题进行了分析研究。

【Abstract】Design budget estimate is an important part of the design document， the examination of design budget estimate is an essential examination content in the preliminary design evaluation. Whether the level of engineering cost preparation is high or low is directly related to the continuous deepening of China's engineering cost management system reform from a large perspective， and from a small perspective， it directly affects the investment decision-making， construction content， and construction quality standards of construction engineering project. Therefore， the paper analyzes and researches the problems existing in the design budget estimate evaluation in the preliminary design evaluation of construction engineering cost consulting.

1 设计与设计概算

设计单位根据初步设计图纸，概算定额、指标，各个过程中规定的定额费用和取费标准、需要投入建设地区现有的经济技术条件和设备、需要使用的材料预算价格等各种资料通过投资估算的控制所作出的预估费用称为设计概算。经过批准的设计概算是国家控制工程建设投资最高限额，是编制工程建设投资计划、施工图设计和预算控制、对设计方案技术先进性和经济合理性进行有效衡量、优选设计方案（提出拟建项目各个设计方案后，可以利用工程概算或总概算的造价指标及主要材料消耗指标进行技术经济分析，并优化设计，促进工程设计质量不断提高，为下一步施工图设计及其他相关工作打下坚实基础）、工程造价管理及编制招标控制价和投标报价、签订建设承包合同、办理拨款贷款及工程结算、考核建设项目投资效果等的依据。……
