【摘  要】国防工程发展建设至今，基本已经趋于健全，其包含万千，由众多部分组成。在国防工程的众多组成部分之中，对于城市以及民众具备有重要意义的人防工程就不可不提，其存在是将深埋地下的空间与资源进行最大化发掘及利用，从而做到与其他国防工程组成部分契合，实现立体化国防工程的建设发展。人防工程虽然不显于人前，但其重要性却无人可以忽略，其对于城市建设发展、民众生命利益保障奠定着坚实基础。

【Abstract】Up to now， the development and construction of national defense engineering has basically tended to be sound， which contains myriad， composed of many parts. Among the many components of national defense engineering， civil air defense project， which is of great significance to cities and the public， must be mentioned. Its existence is to maximize the excavation and utilization of the deep underground space and resources， so as to fit with other components of national defense engineering and realize the construction and development of three-dimensional national defense engineering. Although civil air defense project does not appear in front of people， but its importance can not be ignored， it has laid a solid foundation for urban construction and development， and the protection of people's life interests.

1 引言

时代发展与社会需求不断推动城市建设发展，而城市的建设发展又会促使人防工程进行响应建设与优化，由此便可得知，对于城市而言，人防工程的建设如何、质量如何，会很大程度上决定该城市是否可以得到更好发展，是否可以承载更多。人防工程因其重要性，使得其始终与城市发展相挂钩，虽然建设者意识到了人防工程所拥有的重要性，但建设者能否在人防工程的建设发展过程中始终做到对其保持足够多重视与关注，却很少有人敢保证。人防工程工作量太大，涉及范围太广，建设从业者数量亦相对庞大，便导致人防工程在其建设发展过程中管理者很难面面俱到，仔细入微检查其质量，因此，人防工程亦会存在有或多或少的隐患。人防工程在建设维护中所存在的隐患除去不可控因素之外，更多皆是可避免隐患，因人力原因从而导致人防工程安全防护能力不能发挥最大作用。……
