【摘  要】项目全过程管理为政府采购工作带来挑战，同时也为政府采购思路和技术方法提供了创新、发展、提升、深化的机遇。论文从明确性、定时性和可控性等多方面入手，分析项目全过程管理的特点，进一步阐述了项目全过程管理为政府采购工作带来的挑战，并根据问题提出了项目全过程管理背景下政府采购思路与技术方法的建设路径。

【Abstract】The whole process project management brings challenges to the government procurement work， and at the same time provides opportunities for the innovation， development， improvement and deepening of the government procurement ideas and technical methods. This paper analyzes the characteristics of the whole process of project management from the aspects of clarity， timing and controllability， further elaborates the challenges that the whole process of project management brings to government procurement， and puts forward the construction path of government procurement ideas and technical methods under the background of the whole process of project management according to the problems.

1 引言

政府属于事业单位，采购工作的公平、规范、合理等是提高政府与大众的和谐度关系的关键。自《政府采购法》实施以来[1]，我国政府在实际采购工作运行过程产生了质的发展与变化。本文通过对项目全过程管理理念的分析，对该理念影响下政府采购思路、技术方法等进行总结，旨在提高我国政府部门采购管理工作的效率、严谨性，进而不断完善政府部门采购程序和管控机制。

2 项目全过程管理的特点

2.1 对范围管理具有明确性

项目全过程管理的着重点在于预期目标和项目经费，其中最主要的为承担主体的项目、项目经费的合理性、预期目标的实现概率等，这些都对项目管理全过程中政府采购思路和技术方法支持具有重要作用。

2.2 对调整变更具有适时性

在政府采购过程中如果出现人员变动、方案变动等情况，项目全过程管理可以根据采购的具体情况进行局部调整，并在此基础上重新制定新的计划。……
