摘要：建立健全社会保障体系和提高社会保障水平是我国实现第二个一百年奋斗目标的必然要求，是经济社会发展的保证。社会保障水平及社会保障适应性水平是衡量社会保障发展状况的重要指标。本文在梳理现有社会保障水平相关理论研究的基础上，测度了甘肃省社会保障财政支出水平、社会保障地区生产总值比重系数以及甘肃省社会保障适度水平。通过分析发现，甘肃省社会保障总水平在近十年期间不断提高，但适应性水平不高。提出了四点提高甘肃省社会保障水平的对策建议，以促进甘肃省社会保障制度的完善和发展。

Abstract：Establishing and improving the social security system and raising the level of social security are inevitable requirements for my country to achieve the second centenary goal and a guarantee for economic and social development. The level of social security and the level of social security adaptability are important indicators to measure the development of social security. Based on combing the relevant theoretical research on the existing social security level， this paper measures the level of social security fiscal expenditure in Gansu Province， the coefficient of the proportion of social security regional GDP， and the appropriate level of social security in Gansu Province. Through analysis， it is found that the total level of social security in Gansu Province has been continuously improved during the past ten years， but the level of adaptability is not high. Put forward four countermeasures and suggestions to improve the social security level of Gansu Province to promote the improvement and development of the social security system in Gansu Province.

一、引言

党的十九大明确了社会保障体系的建设更为明确的目标。社会保障对民生基本保障有重要的承担作用，良好的社会保障系统是提升全社会福祉，建设普惠社会的重要内容。社会保障需要保持“适度”，这也是完善新时代中国社会保障体系建设的重要内容。我国已经宣告全面建成了小康社会，但区间经济发展的不平衡不协调问题依旧严重，社会保障总体水平仍然处于较低水平。且由于我国的城乡二元划分，社会保障在城镇与农村存在显著差异。

甘肃省是我国西北地区省份，省内有多个贫困线以及连片贫困县，社会保障需求巨大。因此分析甘肃省社会保障水平及适应性水平具有重要的现实意义。
