摘 要：档案价值是档案学基础理论研究中一个重要的课题，其中不乏挑战性的观点。文章对“档案价值转移律”的观点提出质疑，认为“转移”的档案信息不等同于档案价值，并基于哲学价值论角度，从主体、客体和主客体关系三个方面对其进行批判与思考，指出这种所谓的档案价值转移实质上是档案价值随档案作用性质的变化而导致的价值的扩展，档案的价值存态随着时间推移而呈现出多元化特征。

Transfer or Expansion： Criticism and Reflections on the Law of Archival Value Transfer

Abstract：Archival value is an important topic in the basic theoretical research of archives， and there is no lack of challenging views. The article questioned the viewpoint of "the law of archival value transfer"， thought that transferred archival information is not equivalent to archival value， and critiqued and considered it from three aspects： subject， object and subject-object relationship which based on the perspective of philosophical value theory. In essence， it is the expansion of archival value， which is caused by the change of the nature of the role of archives， and the value state of archives has diversified characteristics over time.

引 言

對档案价值及其规律的认识和把握，是档案学理论研究的基础，也是档案工作实践的动力。档案价值实现规律作为档案学领域的研究重点，一直备受学界关注。冯惠玲、张辑哲将档案价值规律总结为：“档案价值的扩展律”“档案价值的条件律”“档案价值的时效律”，[1]这已在学界达成普遍共识。而刘东斌在《论档案价值的转移》[2]（以下简称“《转移》”）一文中提出了“档案价值的转移”，强调档案价值的动态变化，即档案价值随着档案利用而转移到其他信息载体中。本文对此提法提出质疑，并基于哲学价值论角度，从主体、客体和主客体关系三个方面对其进行批判与思考。

1 “档案价值转移律”的提出

在中国期刊全文数据库、中国优秀博硕士学位论文全文数据库中选择专业检索，检索式为（SU%=‘转移’*‘档案价值’） AND （AB=‘价值’），共检索出有效文献6篇（截至2021年3月），分别是刘东斌[3][4]（1999年、2004年）、蒋德凤[5][6]（2002年）、胡魁海[7]（2004年）、王婷婷和李志平[8]（2009年）。……
