摘 要：论文聚焦企业档案管理中的档案数据治理问题，通过运用专家咨询法与总分比重法和设置关键过程域与关键实践，细化企业档案数据治理成熟度评价指标并计算权重，最后构建了企业档案数据治理成熟度模型。该模型共包括五个成熟度等级：可持续优化的初始级、形成体系且可控的可重复级、规范化且标准化的已定义级、无计划且可重复的已管理级、非正式且未开展的优化级。论文最后通过分析某高新技术企业的实际情况，对该模型进行了应用分析。

Research on the Construction of Maturity Model of Archive Data Governance in Enterprises

Abstract：This paper focuses on the archives data governance in enterprise archives management. By using expert consultation method and total score proportion method and setting key process areas and key practices， it is refined into the evaluation index of enterprise archives data governance maturity and calculates the weight. Finally， it constructs the enterprise archives data governance maturity model. The model includes five maturity levels： initial level of sustainable optimization， systematic and controllable repeatable level， standardized defined level， unplanned and repeatable managed level， and informal and undeveloped optimization level. Finally， the paper analyzes the application of the model by analyzing the actual situation of a high-tech enterprise.

“十四五”规划和2035年远景目标纲要提出，要推進产业数字化转型[1]。对于企业而言，其数字化管理成为未来发展方向，企业档案管理的重心也随之转向档案数据治理。企业档案数据治理是指企业以及企业内外相关组织、机构和个人共同参与的基于计算机技术开展的一系列数据形态的档案管理工作。[2][3]档案数据治理是档案管理的核心组成部分，是对档案数据管理的继承与发展。为使企业档案数据治理实践可测评可持续，亟须建立一个行之有效的档案数据治理评估机制，帮助企业认清实践中存在的不足，促进企业提升档案数据治理的能力。目前成熟度模型在社会科学领域的研究应用已相对成熟，通过成熟度模型的评估方法可以使组织或者个人更加客观、可靠地评价被研究对象的状态、能力的发展过程，以便为其决策提供参考依据。……
