摘要技术经理人制度出台前，笔者曾作为省科技镇长团成员深度参与了高校科技成果转移转化的相关工作，对科技成果转化工作有丰富的实践经验。当前国家高度重视科技成果转化，致力于建设能全程参与成果转化的专业技术经理人队伍，高校兼职教师是其中重要的组成部分。本文剖析了高校兼职技术经理人工作模式，为更好的全程参与成果转化提供借鉴。

AbstractBeforetheintroduction ofthetechnology managersystem， theauthor，as amemberoftheprovincialscience and technology mayor group， deeply participated in the relevant work of the transfer and transformation of scientific and technological achievements in colleges and universities， and has rich practical experience in the transformation of scientific and technological achievements. At present， China attaches great importance to the transformation of scientific and technological achievements and is committed to building a team of professional technical managers who can fully participate in the transformation of scientific and technological achievements. Part-time university teachers are an important part of the team. This paper analyzes the working mode of part-time technology managers in colleges and universities to provide reference for better whole-process participation in the transformation of achievements.

1技术经理人发展的现状

随着我国现代高等教育体系的发展和国家对基础科学研究的持续投入，每年高校院所产生大量的科技成果，如何将科技成果应用于工业生产，促进产业转型升级，成为亟须解决的问题。为加快实施创新驱动发展战略，2015年以来国务院《实施〈中华人民共和国促进科技成果转化法〉若干规定》《教育部关于加强高等学校科技成果转移转化工作的指导意见》《促进高等教育科技成果转移转化行动计划》三大制度陆续出台。[1]2017年教育部科技发展中心举办了全国首期高校高级技术经理人培训班，首次使用了“技术经理人”这一称谓。[2]2018年国务院常务会议上李克强总理指出“强化科技成果转化激励，引入技術经理人全程参与成果转化”，对技术经理人制度的建立做出了指导。

在此之前的1997年，国家科委曾印发《技术经纪资格认定暂行办法》和《全国技术经纪人培训大纲》，是我国首次提出技术经纪人的概念，但这一称呼曾经一定程度上让这一职业招致了不少误解，误以为技术经纪人就是专利技术的二道贩子。……
