摘要自从资源共享课建设以来，多篇文献提到了重视资源共享课的创建而忽视资源共享课内容丰富和发展的问题，但都没有对问题的原因进行详细地剖析。本文综合考虑了社会和个人的原因，从学生、高校、教师和评价机制多方面对问题存在的原因进行了探讨。以产品生产过程为例针对重评轻建问题的成因逐条提出相应的解决方案。强调学生需求是资源共享课建设的源动力，学校和教师应尽力为学生提供高质量的服务，监管部门应有完备的考核机制。本文研究结果将有助于下一步国家精品开放课程的建设。

Discussion on the Problem of Attaching Importance to Evaluation and Neglecting Construction in Resource-sharing Course

AbstractSince the construction of resource sharing course， many literatures have mentioned the problem of attaching importance to the establishment of resource sharing course while neglecting the content enrichment and development of resource sharing course， but they have not analyzed the cause of the problem in detail. This paper comprehensively considers the social and personal reasons， and probes into the causes of the problems from the aspects of students， universities，teachers and evaluation mechanism.Taking theproduct productionprocess as anexample， the corresponding solutions are put forward one by one according to the causes of the problem of heavy evaluation and light construction. It is emphasized that the demand of students is the driving force for the construction of resource-sharing courses， schools and teachers should try their best to provide high-quality services for students， and regulatory departments should have a complete assessment mechanism. The research results of this paper will contribute to the construction of national highquality open courses in the next step.

教育部2003年決定在全国高等学校中启动高等学校教学质量与教学改革工程精品课程建设工作以来，全国共建设国家级和省级精品课程、资源共享课上万门，有精品课程和资源共享课的相关研究文献也有近万篇。但是研究热度自2010年达到顶峰后逐渐下降，变化趋势见图1。从图中可以看出2003年有关精品课程的研究突然大幅增加，原因在于《教育部关于启动高等学校教学质量与教学改革工程精品课程建设工作的通知》的发布，各所高校都集中精力通过精品课程建设推动“三教改革”。2007年教育部有关高等学校教学质量与教学改革相关文件的出台进一步推升了关于精品课程和资源共享课研究热情。有关资源共享课对教育创新、教育改革，优质教学资源的共享和提高教育教学质量起到的推动作用这里不再赘述。……
