摘要：2017年2月28日，教育部党组印发了《普通高等学校学生党建工作标准》，文件中对于学生党员的教育以及培养均提出了明确的要求，同时进一步确立了校、院党校的主体地位，这就意味着包括高校二级分党校在内的党校在学生党员的教育培养上起着至关重要的作用。但是，传统的高校二级分党校存在着教育培养形式单一、内容固化等问题，教育培养成效亟待提升，本文将结合二级分党校工作经验以及相关文件精神要求，探索创建平台多样、内容丰富、队伍有力、工作体系融合的创新型、特色型高校二级分党校，确保学生党员教育培养质量不断提升，培养中国特色社会主义事业的合格建设者和可靠接班人。

Abstract： On 28 February 2017， the Party Group of the Ministry of Education issued the Standard for the Party Building of Students in Ordinary Colleges and Universities， which contains clear requirements for the education and training of student party members， and further establishes the main position of the Party schools in schools and colleges， which means that party schools， including secondary sub-party schools in colleges and universities， play a vital role in the education and training of student party members. However， the traditional secondary sub-party schools in colleges and universities have problems such as single form of education and content solidification， and the effectiveness of education and training needs to be improved. This paper will combine the work experience of the secondary sub-party schools and the spirit requirements of relevant documents to explore the creation of innovative and characteristic secondary sub-party schools in colleges and universities with diverse platforms， rich contents， strong teams and integrated work systems to ensure the continuous improvement of the quality of education and training of student party members and the training of qualified builders and reliable successors to the cause of socialism with Chinese characteristics.

十九大報告明确指出，要将思想建设作为党的基础性建设，就是要把坚定理想信念作为党思想建设的首要任务。第二十三次全国高校党建工作会议中，习近平总书记强调：“加强和改进高校党的建设，是办好中国特色社会主义大学的根本保证。”高校党校作为大学生接受党的教育的重要途径，更应注重引领大学生立德树人，培养出具有坚定理想、符合时代要求的社会主义事业建设者和接班人，充分发挥好其教育阵地和熔炉的作用。

2017年2月28日，教育部党组印发了《普通高等学校学生党建工作标准》，文件中明确了学生党员教育培养的四个阶段，包括入党积极分子培养、发展对象培养、预备党员教育、党员继续教育，同时每个教育培养阶段对于接受教育的形式、内容、数量等均做出了明确的要求。……
