摘 要：水利水电工程项目直接关系人民的财产安全，因此水利水电工程管理至关重要。但是，实际工程项目建设期间会出现许多问题，严重影响水利水电工程质量。近年来，我国水利水电行业飞速发展，工程项目施工难度和管理难度日益增大。为了适应新形势的发展需要，人们必须及时找出水利水电工程管理难题并提出有效对策，以提高我国水利水电工程建设水平。

Abstract： Water conservancy and hydropower projects are directly related to people's property safety， so the management of water conservancy and hydropower projects is very important. However， many problems will occur during the actual construction of the project， which will seriously affect the quality of water conservancy and hydropower projects. In recent years， China's water conservancy and hydropower industry has developed rapidly， and the difficulty of construction and management of engineering projects has been increasing. In order to meet the development needs of the new situation， people must find out the management problems of water conservancy and hydropower projects in time and propose effective countermeasures to improve the level of water conservancy and hydropower projects in China.

水利水電工程管理是充分发挥水利水电工程项目作用的重要途径，也是水利水电工程项目的有机组成部分。水利水电工程管理不仅关系到工程项目是否正常推进，同时影响人民的切身利益和财产安全。在经济形势日益变化的今天，工程项目管理环境发生很大的改变，因此人们要不断引进先进的管理技术和管理思想，弥补自身缺陷，及时找出解决措施，保证水利水电工程项目有效实施，让水利水电工程真正为民造福。

1 我国水利水电工程管理现状

经过不断的努力，我国水利水电事业取得了辉煌的发展，全国已建成水库约10万座，总库容量有5 000多亿m3，堤防有20多万km，水闸有3万多座，我国已成为世界上水利水电工程项目数量最多的国家。这些水利水电工程项目为我国的农业生产和城市发展提供了基础保障，发挥出极大的作用，但是在取得辉煌成绩的同时，也逐渐暴露出许多问题，尤其是在水利水电工程项目管理方面。……
