摘  要：农业农村系统国有单位机构改革是党和国家机构改革的重要组成部分，机构改革成效事关国家三农事业稳定大局。为了系统梳理全国农业农村系统国有单位机构改革进展成效，找准改革痛点，为形成三农工作合力提供辅助参考。本研究重点分析农业农村部、省级、地市级、县级、乡镇农业农村系统国有单位改革现状，挖掘机构改革主要难点，并对做好县级、乡镇国有涉农机构改革提出建议。

关键词：农业农村;国有单位;机构改革;政策建议

Abstract： The reform of state-owned institutions in agriculture and rural systems is an important part of the reform of the party and state institutions. In order to systematically review the reform progress of the state-owned institutions in the national agricultural and rural systems， identify the key points of the reform， and provide reference for the formation of joint efforts in the work of agriculture， rural areas and farmers， this study analyzes the current situation of the reform of state-owned agricultural and rural institutions in the Ministry of Agriculture and Rural Affairs， provincial， prefecture-level， county-level and township agricultural and rural systems， explores the main difficulties in the reform， and puts forward suggestions for the reform of state-owned agriculture-related institutions at the county and township level.

0  引言

2020年是全面建成小康社會目标实现之年，是全面打赢脱贫攻坚战收官之年。小康不小康，关键看老乡。脱贫攻坚质量怎么样、小康成色如何，很大程度上要看“三农”工作成效[1]。农业农村系统国有单位作为“三农”工作的国家队，肩负推动乡村振兴战略实施的重要使命，加强组织保障、形成工作合力都离不开对组织机构的改革与调整。2018年3月，中共中央印发《深化党和国家机构改革方案》明确提出组建农业农村部[2]，农业农村系统国有单位机构改革由上而下逐步实施。

1  农业农村部系统机构改革顺利完成

从1978—2018年，中国于1982、1988、1993、1998、2003、2008、2013和2018年进行了8次政府机构改革[3]。1982年和1988年机构改革涉及农业部门。自2018年3月以来，农业农村系统国有单位机构改革有序实施，农业农村部贯彻落实《深化党和国家机构改革方案》要求，推进机构改革各项工作任务。截至2019年12月31日，已全面完成农业农村部机关组建及部直属单位名称变更等相关工作。……
