【摘  要】2020年伊始，席卷全球的新冠肺炎疫情首先在我国湖北武汉爆发。中央迅速决策：关闭离汉通道、成立应对领导小组、派驻指导组、调集最优秀的医护人员和最先进最急需的医疗设备资源，驰援武汉，驰援湖北。全国动员，全员参与，气壮山河的人民战争、总体战、阻击战迅速打响。经过广大医护工作者和全国人民的齐心奋战，湖北保卫战、武汉保卫战取得决定性成果，全国疫情防控阻击战取得重大战略成果。基于此，论文对疫情防控视域下社区治理存在的问题进行探讨，并提出对策和建议。

【Abstract】The COVID-19 that swept the world first broke out in Wuhan， Hubei， China. The Party Central Committee made a rapid decision： we should close the channel for leaving Wuhan， set up a response leading group， assign and settle the guidance group， mobilize the best medical workers and the most advanced and urgently needed medical equipment resources， and rush to aid Wuhan and Hubei. With the mobilization of the whole country and the participation of all the workers， a majestic people's war， a total war and a blocking battle started rapidly. Through the concerted efforts of the majority of medical workers and the people of the whole country， decisive achievements have been made in the defense war in Hubei and Wuhan， and significant strategic achievements have been made in the battle of epidemic prevention and control of the whole country. Based on this， this paper discusses the problems existing in community governance from the perspective of epidemic prevention and control， and puts forward countermeasures and suggestions.

1 引言

一场突如其来的疫情，使社区基础性地位凸显，社区成为打赢疫情防控阻击战的有效阵地和重要支撑。但同时在风险意识、硬软件配套资源、权责、服务等方面暴露出不足，由此提出对策建议。

自新冠肺炎疫情发生后，社区作为城市治理的基本单元，外防输入、内防扩散的疫情防控要求，使之成为疫情防控最有效的一线阵地，成为打赢疫情防控阻击战的重要支撑。正如习近平总书记所强调指出的，抗击疫情有两个阵地，一个是医院救死扶伤阵地，一个是社区防控阵地。事实证明，制度的优势、多方资源的整合、服务链条的延伸、信息技术的运用等有效的社区治理举措，让社区在抗击疫情中发挥了不可替代的作用。然而，大疫如大考，治理见真章。一场突如其来的疫情也让社区在防控应对中暴露出一些问题，治理上存在着明显的不足。……
