【摘  要】在现代的铁路建设工作中，政工工作和安全管理工作是铁路施工企业极其重视的两项工作，不可或缺。其中，政工工作中心点是中心服务，即所有工作内容都是围绕中心服务展开的，而安全工作是进行铁路建设项目的基础，同时也是铁路施工企业能够继续存在并发展的先决条件。铁路施工项目既具系统性又十分庞大，这两项工作的完成质量将直接影响到铁路项目交工验收后续运营工作。

【Abstract】In the modern railway construction work， the political work and the safety management work are the two works which the railway construction enterprise attaches great importance to， both of them are indispensable. Among them， the central point of political work is the central service， that is to say， all work contents are carried out around the central service. Safety work is the foundation of railway construction projects， and also the prerequisite for the existence and development of railway construction enterprises. Railway construction project is both systematic and huge， and the completion quality of these two works will directly affect the subsequent operation of railway project acceptance.

1 引言

基于当下国内铁路施工较为严峻的安全形势，将融合安全管理的管理模式引入铁路施工企业的政工工作中，其有效性是十分强的。这是一套由多方面的工作，如管理层干部的安全意识的培养、对安全风险进行有效控制以及安全风险的一些紧急处理方法等而构建的完整的合理体系。目前铁路施工企业政工工作的工作焦点是安全管控工作，于是在应对安全风险时，铁路施工企业政工工作的优势如何充分、最大化利用起来，攻克这一难题，成为铁路施工企业现下最主要的工作任务。

2 铁路施工企业政工工作在安全方面存在的问题

随着时代的发展，素质教育逐渐得到普及，人们对于安全的意识已经越来越高了。尤其在铁路施工工作中，安全管控的相关内容已经越来越渗透在政工工作之中。但是在实际的工作之中仍然存在着一些待解决的问题。……
