摘          要：随着社会经济的发展和医药卫生体制改革的持续深化，公立医院如何加强成本管控，实现公立医院的可持续发展已成为医院管理不可回避的问题。长期以来我国公立医院的成本管控缺乏专业系统的管理，多是按照传统的管理方式进行管理，而传统的管理方式已跟不上医疗改革和市场经济的步伐，因此更新成本管控观念和管控方法已成为新时代下公立医院重新定位，持续发展的必要环节。本文通过对公立医院成本管控理念及实践中存在的问题，进行分析，提出相应的改革措施，以为公立医院成本管控提供参考。

Abstract：It has become inevitable problems of hospital management how to strengthen cost control and to accomplish sustainable development of public hospitals  with the development of social economy and medical health system reform continues to deepen. For a long time cost controls of public hospitals in our country are short  of professional system management and most are in accordance with the traditional management way， but the traditional management way can't keep up with the pace of the health care reform and market economy already， so it become essential link of reposition and sustainable development of public hospitals in the new era to update the concept of cost control and the control method. In this paper authors analyzed the problems existing in cost control concept and practice of public hospitals and put forward the corresponding reform measures to provide reference for cost control of  public hospitals.

人民健康是醫改的出发点和归宿点，由医疗改革上升到健康改革，方能契合“以人为本”的发展目标。随着医改的不断深入、医改各项制度持续创新与变革，在药品零加成、耗材零加成、分级诊疗、医保支付方式、薪酬制度改革等一系列政策的全线铺开。在卫生健康事业已上升到国家战略地位的新形势下，公立医院要实现持续发展，担当起护航国人健康的重任，其运营管理面临着前所未有的挑战。公立医院成本管控是经济管理的核心，加强成本控制管理，能够降低医疗费用，对促进公立医院可持续发展有着十分重要的价值。虽然公立医院具有一定的公益性质，但其仍然不能摆脱市场的竞争，因此对公立医院成本管控的研究，是国家政策和市场发展的双重需要，对医院自身和我国健康事业的发展均具有不可替代的价值。……
