父母监督儿童使用社交网络的调查研究

摘 要:当前,社交网络已经成为网络犯罪实施的新平台,而未成年人常常是此类犯罪的受害者。家长在保证未成年人上网安全以及规范未成年人互联网使用习惯方面承担首要责任。本文通过对198位抚养12~17岁儿童家长的调研发现:虽然父母对未成年人使用社交网络上面临的潜在危险有较高意識,但他们参与儿童使用社交网络的比例却较低;参与儿童使用社交网络的父母主要使用限制性监督方式,他们相对具有较高的受教育程度和危险意识。此外,家长普遍表达了在指导儿童使用社交网络方面对外界帮助的强烈需求,并指出最有价值的帮助来自学校和政策制定者。因此,政策制定者要制定指导性文件帮助家长正确管理儿童使用社交网络,学校要开展活动指导家长正确管理儿童使用社交网络,限制未成年人使用社交网络的部分行为。

Abstract:Nowadays, social media is a new platform for cybercrime, while minors are often the victims of such crimes. Parents take the primary responsibility in ensuring the safety of minors using Internet and regulating their Internet habits. This paper investigates and studies on the data come from 198 parents with children aged 12~17, and the result indicates that though parents have relatively high awareness of the potential risks faced by minors in using social media, their participation in childrens use of social networks is lower; parents who involve in childrens use of social media are more likely to use restrictive supervision while they have relatively higher awareness of online danger and education level. In addition, most parents have expressed a high demand for outside help in guiding children using social media, and reported that the most valuable assistance can be provided by schools and policy makers. Therefore, policy makers should develop and conclude guidance documents to help parents properly manage childrens use of social media, and schools should carry out activities to guide parents to properly manage childrens use of social networks and restrict some of the minors use of social media.

一、问题提出
社交媒体是一个集交流、支付、搜索和分享等多功能为一体的应用软件。由于其匿名性、广泛性、互动性和即时性,社交媒体已经成为当代网络犯罪的新载体。辨别能力和自控能力不足的未成年人常常是此类网络犯罪的受害者。2018中国青少年互联网使用与网络安全情况调研报告显示,在社交软件、网络社区等平台上分别有33%、35.76%和77.11%的13~18岁青少年受到过淫秽信息、网络诈骗和网络暴力的困扰[1]。2018年6月,最高人民法院公布了10起通过网络侵犯未成年人权利的典型案件,其中7起通过社交网络实施,包括“裸贷”敲诈勒索案、性侵案、诱导少女裸体视频聊天案、诈骗案以及贩毒案[2]。……
