【摘  要】综合社区网格化管理是城市智慧化、数字化、科技化建设的前提与基础，建立“纵向到底、横向到边”的层级联动、横向协同的城市治理新模式，进一步提升城市管理和公共服务水平以及政府和群众沟通效率，推动智慧城市的建设。论文以保定市为例，重点描述了智慧社区网格化在基层社会中取得的成效，分析了保定市社区网格化治理实施过程中遇到的问题并提出了优化完善的建议。

【Abstract】Comprehensive community grid management is the premise and foundation of urban construction with intellectualized， digitization and technicalization. It establishes a new mode of urban governance with the hierarchical linkage and horizontal coordination of "vertical-to-bottom， horizontal-to-edge"， which can further improve the level of urban management and public services， as well as the efficiency of communication between the government and the masses， and promote the construction of smart cities. Taking Baoding City as an example， this paper focuses on describing the achievements of smart community grid in grassroots society， analyzes the problems encountered in the implementation of community grid governance in Baoding City， and puts forward suggestions for optimization and improvement.

1 引言

随着智慧城市的快速发展，城市管理模式越来越趋于精细化、智慧化、信息化，城市社区网格化管理就是采用这种城市管理模式，参照一定的规定将社区划分为多个网格单元，依托地理信息、物联网、大数据等计算机技术实时了解网格内人、地、事物、组织等各方面信息。党的十九大报告明确指出，要加强社会治理制度建设，完善党委领导、政府负责、社会协同、公众参与、法治保障的社会治理体制[1]。打造共建共治共享的社会治理格局和治理体系既要注重顶层设计，又要注重基层探索，更要调动人民群众参与的积极性，城市社区网格化管理就体现了这一理念[2]。

2 社区网格化管理的成效
