【摘  要】当前，烟草行业正处于转型发展阶段。烟草企业在国家经济发展中占据重要地位，基层党组织工作开展得好坏决定了党在发展中的生机与活力，国家对此十分重视并提出了许多相关建议，以期加以改进。据此，论文从烟草企业的基层党建工作入手，分析目前烟草企业党建工作存在的问题，有针对性地提出几条改进措施，希望为推进烟草企业党建工作的有效开展提供帮助。

【Abstract】At present， the tobacco industry is in the stage of transformation and development. Tobacco enterprises occupy an important position in the national economic development. Whether the work of grass-roots Party organizations is carried out well or not determines the vigor and vitality of the Party in its development. China attaches great importance to this and has put forward many relevant suggestions， so as to improve it. Based on this， the paper starts from the grass-roots Party building work of tobacco enterprises， analyzes the problems existing in the current Party building work of tobacco enterprises， and contrapuntally puts forward several improvement measures， hoping to provide help for promoting the effective development of Party building work in tobacco enterprises.

1 引言

随着中国社会不断发展壮大，党对组织建设的重视程度也在不断提升，烟草行业作为国有企业在我国经济中占有重要地位。为了对烟草企业改进并完善，国家先后针对烟草行业出台了相关政策，希望烟草企业能够对党建工作加强重视，遵循党的领导，将党组织的优势转化到企业核心竞争力上，为烟草企业的持续发展提供源源不断的动力。目前，烟草企业普遍存在只注重眼前利润而忽视了思想文化方面的建设问题，从长远来看，对企业的可持续发展十分不利。本文以烟草企业党建工作中存在的一系列问题为切入点，提出相应解决措施，以期帮助烟草企业的党建工作顺利开展。

2 推进烟草企业基层党建工作的意义

企业的党建工作在企业的可持续发展中扮演着重要角色。受我国经济体制的影响，国有企业是我国经济发展的总支柱，影响国家GDP的总量和增长率。烟草企业属于我国国有企业的典型代表，其收入额往往在地方征税中占有相当大的比重，极大带动了当地经济的发展。……
