[摘 要]新冠肺炎疫情暴发以来，习近平总书记发表了一系列重要讲话，这些讲话闪耀着人民性思想。总书记关于疫情防控的重要讲话从历史、理论、实践三个方面展现了人民性思想的内在逻辑，体现了“一切为了人民，一切依靠人民，从群众中来，到群众中去”的群众路线。总书记的讲话不仅涵盖国内人民，而且从“人类命运共同体”的高度涵盖各国人民，并对“人类命运共同体”理念进行丰富和发展，提出构建“人类卫生健康共同体”。

Abstract：Since the outbreak of the COVID-19， General Secretary Xi Jinping has delivered a series of important speeches， which are permeated with peoples thoughts. Xis important speeches on epidemic prevention and control demonstrated the internal logic of the idea of people from history， theory and practice， and embodied the mass line of “all for the people， all by the people， from the masses， and to the masses”. The speech covers not only the domestic people， but also the people of all countries from the height of “a community with a shared future for mankind”. He has enriched and developed the concept of “a community with a share future for mankind”and proposed to build a “community of health for mankind”.

习近平总书记指出：“坚决把疫情扩散蔓延势头遏制住，坚决打赢疫情防控的人民战争、总体战、阻击战。”[1]“人民战争”是毛泽东思想的核心之一，指利用全人民的力量打击侵略者，保卫国家和民族。新冠肺炎疫情让全民再一次踏入“人民战争的汪洋大海”。在这场“人民战争”中，习近平总书记担任舵手，亲自指挥，发表一系列重要讲话，作出一系列重要指示批示，彰显了马克思主义鲜明的理论品格—人民性、马克思主义的根本立场—人民立场。

习近平总书记关于疫情防控的重要讲话揭示了历史、理论、实践三个内在逻辑。历史上，回答了“从哪里来”的源头问题，在抗击疫情过程中激励人心，振奋力量;理论上，深刻回答了在抗击疫情的过程中“为什么人”这一根本问题，丰富了习近平新时代中国特色社会主义思想;实践上，明确了党和政府“向何处去”的方向问题，对于抗击新冠肺炎病毒具有现实指导意义。……
